Is it worth it?

Yes. Seriously, it adds borders tiles and a public bonuses to the base game that helps increase the flow of money and an increase in building variation. Warning though it may lead to oddly shaped cities but if you bring a sense of humour about city designs and enough table space everything about this is worth it.
