I added this to the first game of Uprising I played, where half the players were brand new, and I had only played Imperium once before. It offers another board to move across, with two Victory Points (no alliance, so everyone can get all of these), a new grafting mechanic that lets you play two cards on an agent turn, and a special deck of cards bought with hard-to-get experimental cubes.
The new board takes a lot of investment, so for most players, that's gonna mean either ignore it entirely, or go all in. I was the only one who invested heavily in it, and while it paid off for me and my team, I was in last place for a while.
I just liked that there were more avenues for players to explore, though it doesn't add new agent spaces, just modifies one existing one.
